Virginia Driver Accused of DUI, Hit-and-run After Woman Dies in Wrong-way I-81 Collision

A Virginia man is facing charges following a deadly crash on Sunday night in Berkeley County, West Virginia, that claimed the life of a Williamsport woman, according to the Berkeley County Sheriff’s Office.

The victim has been identified as 31-year-old Kara Michelle Webber of Williamsport. Authorities say Webber was driving a 2007 Hyundai Elantra northbound on Interstate 81 around 10 p.m. when her vehicle crossed the grassy median and entered the southbound lanes near Inwood.

Her vehicle was struck head-on by a southbound 2012 Subaru WRX. The impact sent the Subaru off the road and into a northbound lane. Webber was ejected from her car and later pronounced dead.

The driver of the Subaru, identified as 40-year-old Angel Candelario-Jose of Stephens City, Virginia, fled the scene on foot. He was later located by a West Virginia State Police trooper off Gerrardstown Road and taken to Berkeley Medical Center for treatment of his injuries.

Candelario-Jose was initially charged with DUI – impaired state, hit-and-run resulting in bodily injury, and pedestrians on roadways when a sidewalk is provided. He was released on a $4,800 bond.

However, Chief Deputy Eric Burnett said Tuesday that additional warrants for hit-and-run resulting in death and DUI causing death had been issued but not yet served.

An accident reconstructionist has taken over the investigation, which remains ongoing.
