The House Judiciary Committee removed the Bill of Rights for Individuals Experiencing Homelessness off its agenda on Wednesday, just before legislators were set to reconvene after a two-week spring break.
When it comes to the rights that House Bill 55, sponsored by Representative Sophie Phillips, D-Bear, offers for homeless people, Delaware’s business community has voiced opposition.
All Delawareans would have equal access to live in “decent, safe, sanitary, and healthful accommodations and enjoy equality of opportunity,” according to the initiative, regardless of their housing situation.
The law was amended twice after it was first introduced in January 2023: on March 14 and again on March 21.
The House Judiciary Committee discussed Rep. Phillips’ plan on March 27, but the legislators refrained from making it public so that stakeholders and other politicians could continue to discuss it.
Furthermore, the bill is not expected to be discussed during the April 24 hearing of the House Judiciary Committee.
