Out of the 50 states in America, many offer some form of incentive payment if you reside there or operate a business within the state. This can be in the form of a specific incentive scheme or as a form of tax credit. Currently, the available offerings are something close to 2,400.
These programs can either benefit individuals or businesses. With the latter, the benefit thereof is immense. Some of which may include a refund over an owed tax liability or even a payment due to job creation or financial investment. This is usually a retroactive payment.
A purpose-driven solution
The logic behind these incentive schemes on a business level is usually to attract and grow business interest within the area. This can also happen where there is business competition between two states. Some of the lucrative offerings that have been circulating are sales tax refunds or even property tax abatements. This can help a company to increase its overall ROI (return on investment).
A good example here is the use tax and sales exemption on machinery that will be used during product manufacturing. This can even further expand into research and development, as well as pollution control and electricity usage. Property investment is also quite a huge incentive factor in certain states. Closing the net on an individual basis
Apart from business owners, individuals in certain states may also benefit. Pennsylvania Department of Revenue has a rental rebate or property tax program that aims to benefit low-income households. The program commenced on 16 January, and eligible individuals may apply by no later than 30 June 2025. Eligibility is influenced by the following factors:
- Disabled individuals aged 18 years or older
- Senior citizens aged older than 65 years.
- Widowers and widows aged 50 years and older.
- Annual household income should not exceed $46,520.
- Half of the income derived from Social Security is excluded.
Deceased individuals may also be eligible to claim. Rebates may be claimed by an Estate, personal representative, or spouse of a deceased. The deceased should have conformed to all other eligibility criteria and lived for at least one day within the claim year.
The financial benefit of the program
The purpose behind this program is to offer those eligible individuals a chance to get back a certain portion of the money paid on their rent or property taxes in 2024. The rebate is usually calculated based on earnings. A further supplemental rebate may become available to those qualifying individuals in Pittsburgh, Philadelphia, and Scranton. This amounts to an extra $190-$500:
- 2024 Earnings of between $0-$8,270 have a maximum rebate of $1,000.
- 2024 Earnings of between $8,271-$15,510 have a maximum rebate of $770.
- 2024 Earnings of between $15,511-$18,610 have a maximum rebate of $460.
- 2024 Earnings of between $18,611-$46,520 have a maximum rebate of $380.
Rebate payments will be made starting from as early as 1 July 2025. Claimants are required to apply for this benefit on an annual basis. Applications can be made by utilising the standard channels available. Online applications can be made on the website, whilst claim forms and documentary proof can be mailed. The application deadline is 30 June 2025. An extension on the deadline may be granted if funds permit.
