Attack Suddenly! 93 Cars Confiscated by Police After Congestion Pricing Enforcement Begins

Since the start of congestion pricing, the MTA Police Department has seized 93 vehicles and issued 1,441 summonses, according to Thomas Taffe, Chief of MTA Police.

The enforcement has been largely related to registration and license plate violations, Taffe said at an MTA committee meeting Monday. These summonses were all issued in the Congestion Relief Zone, which is below 60th Street in Manhattan.

Just since March, the MTA Police Department has issued 501 summonses to drivers on the Throggs Neck and Whitestone Bridges, Taffe said. Many of the violations were related to obstructed plates and registration.

The enforcement numbers, though, are likely much higher given that other law enforcement offices, including the Sheriff’s Office and Long Island authorities, also dole out tickets.

“The chief reported on the summonses given out by MTA PD, but the numbers are multiples when you look at everything that has been done in these joint enforcement operations,” Lieber said.

City officials have recently been cracking down on so-called ghost cars, which have fake or obscured license plates to avoid enforcement. The Department of Transportation in April started enforcement on new license plate rules for parked and standing cars, which ban certain coverings and obstructions.

Between March 2024 and March 2025, over 70 toll enforcement operations resulted in more than 39,000 summonses and 902 arrests, the MTA said.
